Türkiye eases work permit regulations for refugees and foreign workers

Send Push
In a move to address labor shortages in key sectors, Türkiye has introduced a series of regulatory changes that relax work permit requirements for refugees and foreign nationals. The revised regulations, published in the Official Gazette, offer temporary work permit exemptions to certain groups, including refugees and professionals delivering essential services.

The Ministry of Labor and Social Security announced that the new rules will simplify the exemption process and extend the validity period for which specific foreign workers can operate without a permit.

Key Changes for Refugees and Skilled Workers
Under the updated regulations, refugees and individuals under temporary protection in Türkiye will now be exempt from needing a work permit for designated periods. This exemption is available to those registered under the Foreign Application, Evaluation, and Monitoring System, with the Ministry of Interior responsible for overseeing the duration and scope of these permits.

The reforms also extend the exemption period for skilled foreign workers contributing economically, socioculturally, or technologically. These professionals can now work without a permit for up to three years, an increase from the previous six-month limitation.

Expanded Exemptions for Journalists and Athletes
The new measures also impact foreign journalists and sports professionals. Journalists holding permanent press cards, with approval from the Presidential Directorate of Communications, will not need work permits during their stay in Türkiye. Similarly, professional athletes, coaches, and related sports personnel are exempt if they have valid contracts with Turkish sports federations or clubs. Additionally, the requirement for a "sports-related visa" has been abolished.

Streamlined Application Process for Foreign Nationals
Another significant change is the removal of the previous 30-day limit for applying for work permit exemptions after entering Türkiye. Foreign nationals are now allowed to submit applications for exemptions at any point during their legal stay, providing greater flexibility for those seeking employment in the country.

These adjustments are part of Türkiye's broader efforts to manage labor shortages and streamline the integration of foreign workers into key sectors, contributing to both economic stability and growth.
