Lucknow: The Urban Development Department of Uttar Pradesh has initiated disciplinary action against civic officials in Shahjahanpur, Muzaffarnagar, and Aligarh over charges of negligence, misconduct, and violations of official protocol. The decisions were taken following reports from respective district administrations and departmental inquiries.
In Shahjahanpur, Munra Begum, President of the Nagar Panchayat in Kant, allegedly skipped 14 board meetings between February 2024 and April 2025, citing health issues. During her absence, she reportedly allowed another person, Rais Miyan, to participate in meetings via audio call, a practice not permitted under the UP Municipal Act, 1916.
A Chief Development Officer-led inquiry found this to be a breach of democratic norms. A show-cause notice has been issued. In Muzaffarnagar, Tax Assessment Officer Dinesh Kumar faces accusations of misbehaving with a female officer, defying official instructions, and obstructing public works.
The Urban Development Department has ordered a departmental inquiry under the Discipline and Appeal Rules, 1999, with the Additional Commissioner (Administration) of Saharanpur division overseeing the case.
Meanwhile, Aligarh Deputy Municipal Commissioner Amit Kumar Singh has come under scrutiny for absenteeism and failure to carry out key responsibilities, including property tax collection, sanitation, anti-encroachment enforcement, and grievance redressal. An inquiry has been initiated by the Additional Commissioner (Administration), Aligarh division, under the Service Rules, 1966.
