A driving expert has called for councils to get more powers to prevent pavement parking. The rules around the practice vary across the country, as it's generally prohibited in London, but in other parts of England, councils can decide what restrictions to enforce.
Local authorities can make a Traffic Regulation Order (TRO) to prohibit parking on the pavement, in which case should have signage or road markings in place to indicate this.
If you are found to be contravening a TRO, you can get a penalty charge notice. Mike Thompson, chief operating officer at Leasing Options, has spoke about how the system could be improved.
He said: "Give councils clearer powers and guidance to target hotspots - near schools, junctions and narrow streets - use Traffic Regulation Orders, controlled parking zones and, where appropriate, extend double yellow lines.
"Back that up with better street design, clear signage and consistent, proportionate enforcement, plus a bit of public education on considerate parking." Mr Thompson explained the problems that parking on the pavement can cause for others.
He said: "Parking on the pavement might feel like a quick fix when space is tight, but it creates real barriers for people with prams, wheelchair users and anyone with sight loss. We should make it easy for them to get around safely."
An early day motion was recently set up by Liberal Democrat MPs calling for a "national prohibition of pavement parking in England". The message condemned the lack of Government action on the issue, despite there being a consultation on changing the rules around pavement parking, which closed in November 2020.
But Mr Thompson said a universal prohibition is not the way forward. He said: "A blanket, nationwide ban sounds simple, but it's hard to enforce and doesn't magically create more parking.
"Councils are already stretched, and most drivers aren't being awkward - they're trying to cope with limited kerbside space. We need practical, local solutions that balance access with reality on the ground."
